Update the way we generate our Prometheus rules CRD.
By default enable all alerts in from all components.
Add a way in the UI to see the alerts list and let the user the ability to disable an alert.
If an alert is disabled, the CRD would be recreated without the alert.

In addition, we can expose the alert definitions and allow the user to update the alert directly (With an option to reset to default settings) for each alert and allow a way for users to add new alerts to a new custom prometheusrule.
