VM's IP flapping from OCP UI

      Description of problem:

      We have observed that IP addresses intermittently disappear from the OpenShift Web Console for specific Virtual Machines. The IP address drops for intervals of 2-3 minutes before reappearing.

The issue is observed on Ubuntu 24.04 

When the IP disappear on the OpenShift Console, the VMI also does not IP address.

the customer is facing an issue with a secondary NIC interface attached to the VM.

      Version-Release number of selected component (if applicable):

      OpenShift 4.18.30 and OCP-V 4.18.23

      How reproducible:

      Cu is able to reproduce on all Ubuntu VMs.

      Steps to Reproduce:

      1. Create a Ubuntu VM
2. Attach secondary network to VM with virtio (no pod network)
3.

      Actual results:

      The IP address drops at intervals.

      Expected results:

      The IP should remain present in the webui
