IP "flapping" from the web UI

      Description of problem:

      We have observed that IP addresses intermittently disappear from the OpenShift Web Console for specific Virtual Machines. The IP address drops for intervals of 2–3 minutes before reappearing.

The issue is observed only on Windows 11 Vms and across multiple OpenShift clusters.

When the IP disappear on the OpenShift Console, the VMI also does not IP address.

the customer is facing an issue with a single NIC interface attached to the VM

      Version-Release number of selected component (if applicable):

      Customer is running OpenShift 4.19 and OCP-V 4.19.6

      How reproducible:

      CU able to reproduce this 100% of the time on Windows 11 VMs

      Steps to Reproduce:

      1. Create a VM
2. Install the virtio-win drivers
3. With one NIC attached (no pod network)

      Actual results:

      The IP address drops for intervals of 2–3 minutes before reappearing.

      Expected results:

      The IP should remain present in the webui
