In this story we should create the mapping between the alerting rule ids and its component and group/layer(name TBD) labels.
We should add to the API the code to add/update labels for the alerting rules.

The APIs should be updated to apply the mapping as expected and allow to edit them.

The new metric that will report the relabeled alerts timestamp should report the alerts with their corresponding labels. 

Please note: This mapping will not be included in the alert notifications  and can't be used for routing with Alertmanager.
