Goal

This Epic is about adding a step to install and configure Openshift Logging and Perses dashboards by default.

User should have a visual way to see they are recommended as part of setting up the OpenShift cluster and have a simple way to install  based on the "Virtualization optimized cluster" feature.

Users should also be informed that they should also set their storage for the required retention.

• As a System Admin I want to be able to review the logs for my environment and dashboards. I want to get the UI to show me if I didnt install what is needed and for it to help me install what is missing.
