Storage Migration Option is available in UI if MTC is uninstalled from the cluster

      Description of problem:

      Using OpenShift 4.19.15, with OpenShift Virtualization 4.19.6 and OpenShift Migration Toolkit for Containers 1.8.10. If you uninstall MTC from the cluster, the web ui will still contain an option to conduct a "Migration->Storage" migration. If you select this option you will get a "404" and the web ui is not responsive until you refresh the page.

      OpenShift 4.19.15, with OpenShift Virtualization 4.19.6 and OpenShift Migration Toolkit for Containers 1.8.10.

      How reproducible:

      every time

      Steps to Reproduce:

      1.Install OpenShift, OpenShift Virt and Migration Toolkit for Containers
      2.Check to validate that the option is available to do a storage migration in the UI.
      3.Remove/uninstall MTC from the cluster
      4. return to virtual machine and see that option to run a storage migration.
      5. Select the option to conduct a storage migration, and you will get a 404 in the middle of your screen, with no way to click away from it. You will need to refresh the screen to continue.

      option to conduct a storage migration should not be present

      this MAY be fixed when CNV-70577 is addressed.
