Description of problem:
In OpenShift 4.19.14, with OpenShift Virtualization 4.19.6, the Option to start a "Storage Migration" is available in the UI, when Migration Toolkit for Containers is installed, BUT a MigrationController is not present in the cluster, causing end user confusion. Suggest checking to ensure that there is a "MigrationController" running in the cluster prior to making the storage migration option in the UI available.

Steps to Reproduce:
1. Build OpenShift Cluster 2. Install OpenShift Virtualization 3. Install Migration Toolkit for Containers DO NOT create a MigrationController 4. Create Virtual Machine, and start 5. From the UI, select Virtualization->Virtual Machines 6. Select the VM you created 7. From the "Actions" menu, select "Migration->Storage" 8. Walk through steps to change the storage At this point as a user who does not understand the technology, they will question WHY is the migration not occurring.
Actual results:
A Storage Migration Plan is created even though the cluster cant conduct a storage migration.
Expected results:
The option to create a storage migration should not be available to the end user at all if the MigrationController is not available in the cluster.
