Once we are good to go to allow freestyle upgrades from every y-stream, we will need to do an FBC deploy to production with the new upgrade path for stable for all the previous z-streams.

We should support upgrading on stable from all the previous z-streams in a y-stream.

We will also need to deploy this new logic changes to our fbc sync script, so this logic is maintained on the future generated catalogs.
