Goal

Enable OCP-style upgrades along a z-stream for CNV. 

The main consideration here is testing - so far CNV was thoroughly testing each upgrade which is not scaling if we'd like to enable 'free' upgrades along a z-stream. During grooming it should be assessed if this can be eased a bit.

This should be initially enabled and verified for 4.17 line, as it a recent version that already has some z releases.

Need to first apply this to staging index.

• As a Cluster Admin I want to directly upgrade CNV from any given z-release to any later z-release along y release.

Non-Requirements

• Allowing any 4.Y.z to 4.Y+1.z; it's completely fine to require a single update to the latest 4.Y.z before updating to latest 4.Y+y.z and this aligns well with our guidance that you should apply the latest z-stream update before applying a y-stream update
