continue: Upstream doc update for dequaranting

      We need to update the upstream doc for dequaranting the cases:

      We should reintroduce a formerly-flakey test only if one of the following conditions applies in upstream:

      • we understand why it was flakey and we've fixed the bug
        it passed repeated for ~1000, so we know its failure rate is <0.1%
