The goal is more careful dequaranting the cases.

As SIG group, we should reintroduce a formerly-flakey test only if one of the following conditions applies in upstream:

• we understand why it was flakey and we've fixed the bug
  it passed repeated for ~1000, so we know its failure rate is <0.1%
