Verify connectivity of OVN Kubernetes localnet network, connection through an additional bridge, using jumbo frames, without fragmentation

Set up the network (NNCP and UDN) for jumbo frames and test non-fragmented connectivity. Make sure it is executed only on clusters that support large MTU.
