      Pause VM becomes Running after migration

      Version-Release number of selected component (if applicable):

      CNV 4.20.0-135

      How reproducible:

      Always

      Steps to Reproduce:

      1. Create a VM
2. Pause the VM
$ oc get vm
NAMESPACE   NAME                        AGE     STATUS    READY
yan         fedora-02                   2m21s   Paused    False 
3. Migrate the VM to another cluster by MTV
4. Check the VM status in the target cluster

      Actual results:

      The migration is succeeded, but the VM becomes Running after migration

      Expected results:

      The VM should be still Paused after migration
