Have a simple job that will check if self-validation tool is passing for one cloud for every released version

      The name: ocp-virt-validation-checkup-cnv-X.Y

      Since the idea has been run before GAs of each X.Y.0 (starting 4.20+), it would make sense to include it as part of the release-checklist. So we should have this job for each version.

      This should run on the cloud provider (GCP, AWS, Oracle, Azure), we can PoC this with Azure. We can change it in the future. If it works, we could include it as part of the t1-small scheduled job.

      The job should deploy & destroy the cluster that will be used for checkup.
