This card is about the HCO deploying and managing the newly created kubevirt-migration-operator:

similarly to how it manages other operands like the hostpath provisioner operator.

While the operator/controllers are still not fully functional, we would benefit
from setting up the integration while focusing on the logic itself in parallel.
