When migrating across namespace with a VM with a fixed mac address, creating the receiver VM is rejected because a VM with the same mac address already exists (the source). In this case we should allow the creation of the VM because it will be the receiver of a migration. It won't be running until the migration completes, at which point the source will not be running. So at no point in time will there be two VMs running with the same mac address.
