Goal

Allow users who utilize UDN IPAM to request a specific IP for their VM.

User Stories

As a developer, I want to request a specific IP from the UDN subnet for my VM, since applications running in my cluster have it hardcoded in them.
As a private cloud provider, I want to manage IP assignments of VMs running in my system through a third party tool, e.g. Infoblox.

OVN Kubernetes already GA'd its own API for IP requests. The task here is only to define a higher-level layer for VMs.
