[4.20] SingleStackIPv6Unsupported should not be fired

      Description of problem:

      4.19 introduces tech preview support for IPv6 single-stack clusters. We should not either remove this critical alert, or at least downgrade it to warning level

      Steps to Reproduce:

      1. Deploy CNV on single-stack IPv6 cluster

      Actual results:

      SingleStackIPv6Unsupported critical alert is fired, marking the operator as degraded

      Expected results:

      The alert is either not fired at all or fired as a warning
