[TP] IPv6 single-stack for control plane and primary UDN

      IPv6 single-stack for the control and data planes

      User Stories

      • As a telco admin that is trying to move away from IPv4, I want to be able to use only IPv6 in my OCP cluster.

      Non-goals

      • Service Mesh does not need to be covered
      • Dynamic IP configuration of the VM is not a must - user can be requested to set the IP themselves, e.g. using cloud init
