Add an alerts management layer.

Provide a user interface and backend mechanism that allows cluster administrators to:

Disable existing alerts across any component/operator(Except a specific set of “baseAlerts”).
Edit alert definitions,
Reset to default if it was updated.
Copy alert and customize it
Add new custom alerts easily, stored in a separate custom PrometheusRule object.
Ensure that we do not require changes in the existing operators’ code or their CRDs.
Silence alert- Already possible today through the UI
Multi-Cluster: This epic focuses on a single cluster, but should support Multi-cluster use cases.
