Stop delivering virtctl in rpm form
User Stories
- As a VM owner I am used to download virtctl binary from my cluster. RHEL8 has it delivered via dnf install kubevirt-virtctl, but I don't care about it
- As a CNV developer I spend way too much effort building, testing and delivering virtctl.rpm, with little value to customers. We do this only for RHEL8; let us harmonize and stop building it.
