      Create the placeholder release notes file in the main branch

      For the build to work properly, you must open a separate PR to add a placeholder release notes file to the main branch. 

      NOTE: There must be one placeholder file per release in the main branch, so you must create a new file. Do not edit an existing placeholder file.

      1. Create a feature branch based off the main branch.
      2. Create a new placeholder file for the current release by using the following PR as an example: https://github.com/openshift/openshift-docs/pull/26245. Ensure that the version numbers in the file name, ID, and context match the version that you are working on.
      3. Save the file.
      4. Commit your changes to your feature branch and open a PR.
      5. Request peer review and merge.
