Goal
Adjust NIC hot-plug implementation to follow the VMRolloutStrategy API, performing the needed live-migration on behalf of the user.
User Stories
- As a VM owner, I want to be able to hotplug / hotunplug a network interface without manually triggering a migration.
- As a VM owner, I want to be able to hotplug / hotunplug a network interface, even if I don't have permissions to create a VMIM object.
