There are currently two methods of performing NIC hotplug:

1. Migration based - requires editing the VM and performing a manual migration (supported DS).
2. In place - requires editing the VM and having another custom controller.

KubeVirt supports a feature called VMRolloutStrategy, which lets a user edit the VM object and the system adjusts the workload to match - and performs automatic migration if needed.

There is an effort to disable the project admin's ability to initiate a migration - which will break the project admin's ability to perform NIC hotplug.

Add the NIC hotplug to the VMRolloutStrategy feature.
