In connection with  CNV-53042 , in many cases a namespace is allocated to a specific OCP user.

Adding the Owner Requester to a namespace when creating it can be very powerful.
Admin can later use this field and be able to clearly identify who the namespace belongs to.

I think we should have an email reference as well, so that the Admin can do operation like automatically send and email to namespace/VM owners if the namespace resources/VMs requires some kind of power operation/deletion notice/upgrade required/notify about a firing alert etc.

I would set the namespace Owner as the VMs Owners default, but allow to update it do other users.
