Goal is to create a first Perses Dashboard for RHACM (maybe some day DEV-Preview)

• install Perses on Hub (no Operator yet). Perses Operator will be provided via: OU-205
• use any existing metrics
• use any existing RHACM-standard-Dashboard (preferred CNV related) and try to implement as similar as possible using Perses
• collab with Perses team to achieve this (Gabriel)
• contribute upstream, join Perses Community call e.g.

upstream work should be highest prio
