When creating a VM from an Instance Type VM will be created UEFI even if BIOS is selected

      Description of problem:

      When customizing a VM in the CNV console, BIOS will be selected by default for "Boot Mode". If the VM is created, it will be configured with UEFI, not BIOS

      How reproducible:

      Create a RHEL9 VM

      Steps to Reproduce:

      1. Begin to create a VM from an instance type, such as u1.small
      2. Click the Customize VirtualMachine button
      3. Notice that "Boot Mode" is set to "BIOS"
      4. Click the "Create VirtualMachine" button
      5. Once the VM starts, go to the Configuration TAB of the VM
      6. The "Boot mode" is now set to "UEFI (secure)", not BIOS

      Actual results:

      VM switches to UEFI (secure) when it boots for the first time

      Expected results:

      VM Boot Mode should be whatever was selected during VM creation

      Additional info:

      I assume that the Boot Mode is being changed by the VM preference, but if that's the case, the preference should be loaded during VM creation and those defaults should be displayed in the Console, not changed after the VM is created.
