Create a configmap on the cluster deployed by them to communicate with the test framework

      cnv-tests needs a way to understand what is expected cluster capabilities, to have a better way of determining skips vs failures of tests.
      Things to look for would be:

      1. ovn cluster
      2. multi nic
      3. one schedulable node
      4. rwx/rwo storage class
      5. file system/block storage class
      6. operators that are installed - gpu, sriov and whichever is supported
      7. disconnected ( we already have that, candidate for consolidation)?
        And possibly many more. Please consult component teams to understand what their typical skips looks like.

      myakove@redhat.com suggested using a configmap for this and I feel this would be the best way to communicate with cnv-tests runs.
