As a user of MTC I want consistent behavior when migrating 'shared' VM volumes

A shared VM volume is a volume that is shared between multiple VMs. These volumes cannot be live migrated, but we should have consistent behavior when migrating these volumes in offline mode.

In particular MTC allows one to select the volume, and it should then properly update all resources that use this volume. Right now I think the code will only look up a single VM and modify the references to the new volume. This needs to be modified to look up ALL VMs that reference this volume if it is shared (this is a field on the volume in the VM spec) and properly update all the VM specs to point it to the new volume name
