All code that tests virtctl should live in tests/virtctl to clearly distinguish code ownership.

E.g. move `tests/clientcmd/virtctl.go` to `tests/virtctl`.

List of tests that belong into tests/virtctl:

• tests/storage/imageupload.go
• tests/storage/memorydump.go (partial)

Rewrite/Refactor to not use virtctl:

• tests/storage/memorydump.go (partial)
• tests/storage/export.go

List of tests to drop:

• tests/network/expose.go
