In CNV-42744 we manually verified that on CNV 4.16, VBS works.

Scope of this story is to create a KCS (internal?) describing the steps to configure a VM for VBS

1. Create VM from template
2. Enable persistent vTPM
3. More?

zpeng1@redhat.com must provide the steps, as he tested them in CNV-42744

With such a KCS, we should then add VBS to the relevant KCS as part of CNV-39381
