Goal: Have VBS working on Windows 10 and 11 as requested by customers.
Note: No work for QE or docs.
No hard action item on CNV (therefore a tracker), because RHEL 9.2 is supporting alreadyy, however, it regressed in 9.2 and is not working right now.
There are three ways out which this tracker is tracking:
1. Fix regression in RHEL 9.2 (investigated by Marek)
2. Enable hv-passthrough in kubevirt in order to enable a workaround (vmx + hv-passtrough is the workaround) - See CNV-38833
3. Fixed in RHEL9.4, thus fixed in 4.16 if 4.16 is getting rebased to RHEL 9.4
