OpenShift Virtualization Overview dashnoard >> number of Running Virtual Machines shows blank when cluster has no vm's

1.deploy 4.16 OCP & cnv with 2.11 ACM 2. open grafana OpenShift Virtualization Overview dashnoard
Actual results:
following dashboard dont show zero for cluster's that dont have any vm
Expected results:
expected "zero" instead of balnk for "number of Running Virtual Machines"
