Goal
Provide a way to monitor VMs from multiple clusters in ACM using ACM observability service.
Define the metrics that needs to be collected by ACM and create a Grafana dashboard/s to monitor the VMs.

User Stories
- As an ACM user I would like to be able to easily detect clusters that have issues with the CNV operator and perhaps also the reason.
- As an ACM user I would like to know how many VMs are in each status in each cluster
