      Description of problem:

      Creating a RHEL 10 VM sing the RHEL 9 preferences fails to boot

      Version-Release number of selected component (if applicable):

      4.16.0-2528 provided by Red Hat

      Steps to Reproduce:

      1.  Create boot source from https://download.eng.brq.redhat.com/rhel-10/composes/RHEL-10/RHEL-10.0-20240515.77/compose/BaseOS/x86_64/images/rhel-guest-image-10.0-20240515.77.x86_64.qcow2
2. Run VM using RHEL 9 Preferences

      Actual results:

      EFI fails with "Verification Failed: (0x1A) Security Violation

      Expected results:

      RHEL 10 guest boots
