      As a follow up to https://github.com/kubevirt/containerized-data-importer/pull/2983 merging
      we would have a new ovirt populator.

      This is seamless upstream as we can pull the needed ovirt rpms from custom repos.
      This is a bit tougher with the rhel stream, since RHEV is EOL.

      We decided that the way we would do it downstream is override the ovirt populator image
      environment var with a RHEL8 image built by MTV that has all needed dependencies.

      This card is about setting this up.
