As virtiofs progresses, recently the feature gate behavior has changed:

Which raised some questions about how this will be perceived downstream where we do not support virtiofs.
After some consideration it was decided to re-add a feature gate for virtiofs
and have it not be specified by HCO at this moment in time. However, since virtiofs will be in preview, and since it's making steady progress, we want to include the binary downstream
for folks to be able to patch the HCO and play around with virtiofs in a non-supported way.
