Currently virt handler serviceability is maintained using the heartbeat package. 

This package is self implementing "watchdog" logic using annotations patched directly to the node, and a controller watching these annotations in order to ensure VMs are not scheduled to a node in case virt-hanlder is not available.

This task is meant to examine alternative ways to do this.
