Description of problem:
When cpu hotplug is used a user cannot define cpu limits as the VM creation will be rejected by the validating webhook.

How reproducible:
1. Create a VMI with CPU hotplug enabled and cpu limits defined
Steps to Reproduce:
1. Enable CPU hotplug on the VM level 2. Define CPU limits 3. Create the VM
Actual results:
The creation gets rejected by a validating-webhook.
Expected results:
The VM gets successfully created.
