When using Memory Hotplug you cannot define memory limits

      Description of problem:

      When memory hotplug is used a user cannot define memory limits as the VM creation will be rejected by the validating webhook.

      4.15

      How reproducible:

      1. Create a VMI with Memory hotplug enabled and memory limits defined
      
      

      Steps to Reproduce:

      1. Enable Memory hotplug on the VM level
      2. Define Memory limits
      3. Create the VM
      

      Actual results:

      The creation gets rejected by a validating-webhook.

      Expected results:

      The VM gets successfully created.
