      Description of problem:

      The rate limit for downward metrics virto is too high for expected use-case

      Version-Release number of selected component (if applicable):

      4.15.0

      How reproducible:

      100%

      Steps to Reproduce:

      1. Deploy VMs with downwardMetrics device
2. query the virtio socket

      Actual results:

      5req/s per VM is achievable.

      Expected results:

      VM can only query for new data within a reduced limit, possibly configurable by the admin

      Additional info:

      VM with multi-thread process encounters device busy when another thread is accessing the port, which should be expected
