UI shows an unnecessary warning on NIC deletion

      Description of problem:

      When creating a new VM from a template and removing its default NIC, the UI shows a warning: "Warning alert:Deleting a network interface is supported only on VirtualMachines that were created in versions greater than 4.13 or for network interfaces that were added to the VirtualMachine in these versions.". This warning is only relevant on NIC hot-unplug. It is not applicable to VMs that are not running.

      Steps to Reproduce:

      1. Create a VM from a template, customize it
      2. Go to network interfaces tab
      3. Delete the default NIC
      

      Actual results:

      It shows the dialog described above

      Expected results:

      It should not show it

      Additional info:

      The dialog should be only shown when a users attempts to remove a NIC from a running VM. Ideally only from a VM that was created before a given CNV release.
      
      Furthermore, the dialog message should say "Deleting a network interface is supported only on VirtualMachines that were created in versions greater than 4.13."
