      Description of problem:

      While testing for CNV inclusion to Developer Sandbox, found an increase in average memory usage in ssp-operator with no additional CNV load.

      4.14.2

      How reproducible:

      100%

      Steps to Reproduce:

      1. Deploy test environment
2. Create 'setup' user
3. Create 24 CNV users
4. Create 2000 'default' users

      Actual results:

      Increase of almost 150MB after adding default users

      Expected results:

      Minimal increase
