      Description of problem:

      As a User InstanceTypes and Preferences do not show in UI under Virtualization Menu

      Version-Release number of selected component (if applicable):

      4.14.0

      How reproducible:

      100%

      Steps to Reproduce:

      1. Create user w/ namespace admin
2. Log into user UI
3. Switch to Administrator view
4. Open Virtualization menu

      Actual results:

      No access to Instancetypes or Preferences

      Expected results:

      Able to see Instancetypes and Preferences (either for Cluster or NS scope)

      Additional info:

      Only way user can create Instancetype or Preference from UI is via Import YAML process
