Click the link in Overview -> "VirtualMachines per resource" leads to a crashed VM list

      Description of problem:
      Login with a regular user, create a VM and Visit Overview -> "VirtualMachines per resource", click the link in the chart, it leads to VM list page and "All projects", which is not right as regulare has no permission to list resources in "All projects", and the VM list page is crashed.

      Steps to Reproduce:
      1. Login with a regular user
      2. Create a project and a VM in the ns
      3. Click link in Overview -> "VirtualMachines per resource"

      Actual results:
      it leads to "All projects" and the VM list page is crashed

      Expected results:
      it leads to the current namespace and VM list page is loaded with fitler VMs

            gouyang1@redhat.com I have tried to reproduce this multiple times and haven't been able to do so. I tried today on a QE cluster (https://console-openshift-console.apps.uit-414-0824.rhos-psi.cnv-qe.rhood.us/) with the test user that was already installed and didn't get an error. I'm still going to change it so that if the page is namespaced the links are namespaced just in case, but I wanted to let you know that I haven't been able to reproduce it.
