Goal

Find a generic community accepted ResourceQuota variation which

compensates/ignores the resources required for Live Migration
Allows VMs to be preempted
We plan to achieve this by
Ignoring certain pods in quota accounting
Using scheduling gates to allow preemption

This is orthorgonal to classic RQ which are admission based.
