Goal

Find a generic community accepted ResourceQuota variation which

• compensates/ignores the resources required for Live Migration
• Allows VMs to be preempted
  We plan to achieve this by
• Ignoring certain pods in quota accounting
• Using scheduling gates to allow preemption

This is orthorgonal to classic RQ which are admission based.
