Goal
Find a generic community accepted ResourceQuota variation which
- compensates/ignores the resources required for Live Migration
- Allows VMs to be preempted
We plan to achieve this by - Ignoring certain pods in quota accounting
- Using scheduling gates to allow preemption
This is orthorgonal to classic RQ which are admission based.
