Epic Goal

Optimize live-migration-based hot-plug support implemented through https://issues.redhat.com/browse/CNV-21833 by allowing hot-plug in place.

Why is this important?

Hot-plug to pods is allowed only since multus version 4. The original hotplug epic depends on it. Since multus version 4 is not yet GA released this optimization was split out into this epic.

User Stories

As a user,
I would like to be able to hot-plug a network interface to my running VM.

Non-Requirements

This epic is not concerned with SR-IOV NIC hotplug, SR-IOV is tracked here: https://issues.redhat.com/browse/CNV-25461

Notes

To make this GA, we need to make sure that thick Multus is the default in OCP
On cluster with mutlus version 3, live migration based hot-plug will be allowed.
