This is required by https://issues.redhat.com/browse/CNV-22027.

The goal here is to introduce a simple validation webhook for instancetypes so that we can loosen the API schema, making both spec.cpu.guest and spec.requests optional, with the validation webhook enforcing the use of at least one of these before accepting the resource.
