Implement support for CIS OpenShift Profiles on ARM64 clusters.

User Stories:

• As an OpenShift Administrator using the Compliance Operator, I want to be able to scan the cluster using profiles that align with CIS OpenShift guidance, so I can assess my compliance posture in terms of CIS.

Acceptance Criteria:

• Must have CI in place that tests the ocp4-cis profile on ARM64 clusters
• Must have CI in place that tests the ocp4-cis-node profile on ARM64 clusters
• Results should be consistent with findings on x86_64 systems
• Properly handle rules that check for operators that are not yet supported on ARM64
• Profiles should use arm-specific rules where applicable
